COTTON PARISH COUNCIL 323

A Parish Council meeting was held in Cauldon Lowe Village Hall on Tuesday, 5th, July 2016.
Present were Cllr. Cooper (Chairman) Cllrs. Allerton, Bendall, Brindley, Dale, Lees, Withington-Hyde, SCC Cllr. Worthington (Local Member) SMDC Ward Cllrs. Fallows and Lucas, Mr. J.W. Wood, Clerk, Mr. A. Smith (Webmaster) and two members of the public.

BUSINESS

16.94 PUBLIC PARTICIPATION
A. Chairman had contacted Mr. Steele, SCC Highways, regarding request from parishioners led by Mrs. Swinson for dropped kerb at Moorfields Close. Yours Housing (property owners) abrogated any involvement in request. SMDC Ward Cllrs. Fallows and Lucas wish to know cost of such work. Mr. Steele to ascertain cost of operation. SCC Cllr. Worthington offered to donate £1000 towards cost from his Members’ Fund. If cost does not exceed £1500, Cllr. Worthingtom may be able to fund total amount. Parishioner Mrs. Swinson thanked Cllr. Worthington for his offer.
B. Mr. Smith, Webmaster, outlined latest developments in setting up website. To instruct Clerk on procedure for entering information. Cllr. Dale remarked upon excellence of site.

16.95 DECLARATIONS OF INTEREST
Cllr. Cooper declared an interest in any matters concerning Wintertons.

16.96 MINUTES OF LAST MEETING (Resolved)
Meeting held on 7th. June, 2016. These were approved and signed by the Chairman as a true and correct record.

16.97 MATTERS ARISING FROM MINUTES
A. Defibrillator – (Min. 16.81.A) – Presentation of cheque by JCB to took place 28.06.16. Attended by Cllrs. Cooper, Allerton, Lees and Withington-Hyde. Press also present. Chairman had requested scale plan from Punch Taverns showing intended location, although in absence of required information device may have to be located at Village Hall. Cllr. Allerton indicated that Lafarge would complete funding.
B. Transparency Fund – See Min. 16.92.B above.
C. Dropped kerb at Moorfields Close (See Min. 16.92.A).Letter to be sent to SCC Cllr. Worthington.

16.98 LENGTHSMAN SCHEME
Mr. Bentley had resigned. See Min. 16.92. Work thus far deemed unsatisfactory. Agreed that new contractor Mr. Billings be given several weeks to resolve problems. Chairman had spoken with him in effort to clarify situation.

16.99 PLANNING MATTERS

Applications
A. SMD/2016/0378 – Leisure development at Moneystone Park. Letter received from Laver Leisure (applicants) setting out changes from original application SMD/2014/0682 (which is subject of appeal against refusal to be heard in December 2016). Cllr. Worthington opined that, in 0378 every objection raised in

SMD/2014/0682 has been overcome, save for certain highways issues. Proposed Cllr. Withington-Hyde seconded Cllr. Allerton that, whilst this Council has no particular views, no objection should be raised provided that outstanding highways issues are addressed. Carried.
B. Dropped Kerb at Moorfields Close (See Mins. 16.92.A and 16.95.C above).
C. Noise at Wintertons. Clerk reported that company had submitted planning application regarding on site operations.

Other Planning Matters
A. Weekly lists – circulated to Cllrs. with email facilities.

16.100 RECREATION MATTERS
A. Additional play bark – four further bags ordered.
B. Maintenance – unsatisfactory under replacement contractor.. See also Min. 16.96. See also Minute 16.92.

16.101 BURIAL MATTERS
A. Maintenance – See Min. 16.92.C. This remains unsatisfactory. Contractor to be spoken with.
B. Double sided sign opposite cemetery – on going.
C. Damaged steps outside sexton’s hut / repair to hut – Mr. Billings to provide estimate.
D. Cllr. Allerton had contacted Mr. Steele and no problem reported with installation of suitable posts surrounding lay by. Cost £2.75 per post plus VAT. Resolved that this matter be placed on hold until end of season.

16.102 HIGHWAYS MATTERS
Issues reported through SCC Cllr. Worthington, SCC Cllr. Deaville, Mr Greatbatch and Mr. Steele Clerk had notified the above personnel of the following issues.
Anticipated NHT Projects:
1. Various potholes included in report.
2. Damaged Cotton sign on Cotton Lan. Included in report. Ordered.
3. Gulleys blocked above Cotton crossroads. “In hand”.
4. Overhanging saplings on A52 near junction with Cotton Lane). Included in report. “In hand”.
5. Blocked ditch to Cabbage Hall. Included in report.
6. Problems at Star Crossoads with regularly damaged services box (BT Openreach) Included in report. “In hand” and to be completed within 90 days by SCC. Cllr. Brindley to email Mr. Steele in this regard.
7. Discoloured sign reported at Cotton Crossroads.
8. Overhanging trees reported at Three Lows crossroads. Proposed Cllr. Bendall seconded Cllr. Dale that Mr. Steele be approached and landowner Mrs. Sale be notified. Carried.

16.103 LIGHTING MATTERS
No issues reported.

16.104 REPORTS OF REPRESENTATIVES
SMDC Ward Cllr. Fallows gave brief report on recent meeting of SMPA.

Cllr. Allerton reported on Cauldon Lowe Community Liaison meeting with Lafarge. Reported that dust from Lafarge settles on cars. Lafarge to address problem.

16.105 MATTERS OF AN URGENT NATURE
A. Duties and hours of work of Clerk – Clerk satisfied with current arrangements.
B. Cllr. Dale stated that parishioner had requested 30 mph restriction on Cotton Lane.
C. Cllr. Withington-Hyde presented photographs of metal overarch at Cheadle recreation ground as an example of what may be installed at Cotton cemetery. Cllrs. Dale and Withington-Hyde to conduct further investigations.
D. Dangerous road crossing for children awaiting / leaving school bus near The Cross Inn. Chairman investigating this matter.
